Help! Who is this?

I recently received this as a freebie in a mass photocard order… I think it’s jeongyeon but I’m not sure… the longer I look at her the more wrong I think I am? I also can’t find this specific selca anywhere! The back of the card says dive but I can’t find anything from that era…
