I got it from my local kpop store when I bought hot around 6 months ago. I was a new fan back then so I dont know which POB this is, or even if it's an official pc. I've never heard of official pcs made of photo paper, so maybe this is fanmade?

its Hot Makestar POB – standard version. They’re kind of unusual as they’re printed photos rather than photocards. I have the Eunchae equivalent & hosted for them directly from Makestar, so can confirm this is correct.
