Have you refreshed multiple times already? Could just be a website/app error. If you were blocked, you wouldn’t see the page anyway (not that there should be any reason for you to be blocked unless?)

It is because your account isn’t verified with a cellphone number. But you can still follow it by go to someone’s page that follows the account and click on following. search twicetagram in the followers list and you can just click follow there.
